Caroline is a mage in her home universe.  This means that she can sense other magic users/energy manipulators and has a form of telepathy.

What she can typically sense:

1.  How strong they are.
2.  If they're currently manipulating energy.
3.  If they get their ability through the death or suffering of others.  She describes these people as being 'out of tune'. 
4.  Magical constructs, ley lines, spells, etc. that are in the area unless they're shielded in some way from her.  It's not hard to hide things from her, she's pretty sucky at formal magic.

Please comment on this if you have a magic user so that I know what Caroline will pick up from them.

For #3, this is very open to interpretation as no one from her world is here.  In her world there's a concept called blood mage where they torture other magic users for the boot in power.  If someone specifically hurts/kills people for a magical boost, she can pick that up.  Otherwise, it's totally up to the other writer as to whether or not she sees them as being out of tune.

Ilsa is not at the top rank, but strong enough to be called as a guardian to her city, with the other seven people in her circle. she actually does not use magic that much, as the energy has to come from somewhere. This is separate from her empathic abilities.

Normally, Ilsa would reject blood magic, but she will shed her own blood for certain practices, such as protection talismans. The way she learned, if the sacrifice is freely given, it is more powerful. No coercion can be used to gain the permission, or the power is tainted and weaker.

The property at 1490 Kramden is shielded, but until there's another aware husband in the house, she will not be able to renew the shields that are there.

Cade probably gives off a deceptively strong aura. The only spells he knows right now are his healing ones, but he has a brand from the goddess of chaos magic that surrounds him in energy that constantly screws with reality around him.

Also, his sword probably has a pretty bitchin' aura too.

Neville is pretty average in strength. He has all his magic up to his current canon point (end of fifth year) back, but that's still two major years of schooling he hasn't completed.

His magic is in no way fueled by the death/suffering of others.

Granny is an extremely powerful witch. Almost definitely the most powerful witch alive on the Disc, and there are rumours that she may be the most powerful, period.

That said, she very seldom actually uses magic. And would never use anything "out of tune" a she is quite firm on her views of what is Right.
